Like we have for Power, let CEO's set a maximum buy price for RM, and automatically buy them when necessary and possible.

It will work pretty much exactly like the current options for Power. For each RM, set a “maximum price” and automatically buy the cheapest up to this limit as needed, or manually buy from the market.
