I can't see much with this

Whatever this is, it is annoying because I can't see half of what I look for. When I scroll down, the contents get hidden behind this. Is it Google's?

That does look very much like the same issue romper was having with one of the Auto-Ads from Google. They should've been turned off, but clearly something isn't working right so I'll need to investigate further.
